APPLICANT REQUESTS THAT:

His 11 Dec 12 Fitness Assessment (FA) results reflect an abdominal circumference (AC) measurement of 38 inches and a composite score of 76.2.

APPLICANT CONTENDS THAT:

The Fitness Assessment Center (FAC) member who measured his waist did not verify the proper location on top of his hip bone.  He placed the tape measure around the applicant’s stomach instead.  A second taping was conducted by a certified Physical Training Leader (PTL), and his correct AC measurement was 38 inches.

The applicant served in the Regular Air Force in the grade of technical sergeant (E-6) during the matter under review.

AIR FORCE EVALUATION:

AFPC/DPSIM recommends denial indicating there is no evidence of an error or injustice.  In accordance with AFI 36-2905, Fitness Program, “The tester will start the measurement on the right side of the Airman.  The tester will locate the measurement landmark immediately above the right uppermost hip bone (superior border of the iliac crest) at the side of the body vertically in line with the right armpit.  If desired, the Airman may assist the tester in locating the measurement landmark by resting the right hand on the hip, using rearward facing right thumb to locate the iliac crest.  The tester will determine final horizontal-vertical intersection point for landmark confirmation.”  It is not mandatory for the applicant to find his hip bone; it is only voluntary for the Airman to confirm.  The applicant has not provided any documentation to indicate the AC measurement was done improperly.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 10 May 13 for review and comment within 30 days.  As of this date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law or regulations.

2.  The application was timely filed.  

3.  Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice.  We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice.  Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief.

4.  The applicant’s case is adequately documented and it has not been shown that a personal appearance with or without counsel will materially add to our understanding of the issues involved.  Therefore, the request for a hearing is not favorably considered.

THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
